PCPC content analysis of the social pact between trade unions and CC.OO UGT
The Social Pact defines a consensus among the signatories to establish ways to ensure the expanded reproduction of capital appropriate to the characteristics of the economy and society of the Canary Islands.
Defined broadly, the ways for the development of capitalism in the Canaries, ensuring profitability and maintenance of hegemonic dominance of the big bourgeoisie. Ah, the holy profit, it will be argued to death!
And most importantly, the Social Pact, established the social norms that make it possible to define new pathways that allow the oligarchy in the Canaries back the capitalist crisis, proposing new forms of economic arrangement, which, in turn, Canarian capital expansion to new markets, such as Africa.
It is therefore necessary to give us the keys that define this new era of class struggle in the Canaries, for, from the perspective of the working class, to undertake the necessary buildup of forces to begin the path of national liberation and class of the Canarian people. To do this, PCPC since we want to show our contribution.
Starting with the analysis of the document of the Social Pact
In Part One, on “actions and reforms in the short and medium term in the Canaries’ economy”, we find some “small babuchas:
on pg. 7 under the heading “Promotion of consumption and savings are:
Reducing a 30% yield calculated on a modular objective estimation for professionals for the purposes of income tax. ”
Create a savings account canaria for subscription of securities issued by the Comunidad Autónoma Canaria, Canary local corporations or their companies or autonomous bodies and corporations domiciled in the Canary Islands, so that the allocations to the account involves a reduction of taxable income tax up to 90% ”
“Establishing an autonomous quota deduction of the income tax for those taxpayers who have been unemployed for over 6 months in the same fiscal year.”
“Extending the period of compensation for tax losses to income tax in 10 years.”
Clearly, we will reduce the state income tax for those modules (if it is not just employees). Still, in case you still have something to declare, open an account where he will sign PUBLIC DEBT CANARIA, we will have to pay CANARIA entire population for years, with their interests, in which employers and powerful who wish may fit the circle: can put the money in the personal income tax to be forgiven in the previous line – how that will encourage the use or creation of jobs – and may be tax deductible AGAIN most of that money.

On pg. Next, under the Promotion of liquidity, we find the following pearls:
“Pursuant to Art. 22 … requires the Official Credit Institute to open an online loan mediation with preferential interest rates to finance investments in fixed assets by small and medium enterprises situated in the Canaries. ”
“Accelerate and ease the procedures for splitting and deferral of tax debts to the tax administration canaria.
“Zoom in 15 million euro line of re-endorsement for operations within less than 36 months … to complement up to 75% of those financing transactions entered into by SMEs located in the Canaries.”
“Endorse a maximum of 15 million and up to 75% … to meet the financial obligations arising from loans and credits granted by credit institutions to meet the financing needs of capital for all those domiciled in SMEs Canary. ”
“Endorse a maximum of 10 million euros and 75% operations modification or replacement of loans and credits aimed at extending the term operations subscribed by SMEs located in the Canaries.”
“Increase the allocations to the fund of technical provisions and the cost of subsidies to guarantee a mutual guarantee canary.”
We start with a preferential line of credit for fixed assets, or anything to do with creating jobs. Let us hope that this might not help as I did in the past, our guys are not buying luxury cars or invest in the brick! Or is it too much to hope?
Then we see that our beloved Treasury business and it allows them to defer to its split-your-convenience with her debts. The same, mismito, which makes everyone else ….
And for the banks and not think too much when our kids ask them some milloncitos, all of us – or who think that makes the rooms – assume those debts. But it is a limit of EUR 15 million, come on, who asked not to your bank for a loan of more than two billion of the old pesetas? ¡FUTESAS!

We must recognize that these measures it should promote liquidity of SMEs: the money we make! Correct: assume!
Then (pp. 9 to 12) on “Enhancing the Business Environment:
Apply the urgent public interest in certain works contracts and public works concession. ”
“Streamlining and improving the procedures necessary to implement as possible from the Law on Urgent Measures for the Promotion Planning and Sector Management of Tourism.”
“Develop a strategic program of priority investments or letter in order to boost investment through forms of public-private partnerships in the field of communication infrastructures (ports, airports, roads), tourism (hotel and rehabilitation of tourist spaces) energy (hydraulic and renewable energy) and social.
“Reformulation of the Economic and Fiscal Regime of the Canary Islands.”
“Promoting an agreement with local authorities to enable the adoption in a predetermined period of the various urban development plans are pending approval, with solutions and exceptional temporary pending final approval from them.”
As we see urgently approve the contract work, as I assume the port of Granadilla, among others, and drive-cement as we do not stop milongas environmental or health and interest of a “public” than our brick and pirates their adláteres. Increasing the amount of guarantees for SMEs to finance capital. ”
“Promoting a plan to increase the productivity associated with the quality and efficiency in the field of public sector.”
The first step to highlight is clear: ask Dad to make the state money it would forgive the tax on employers to subsidize their other expenses and can vouch.
The other is the cryptic way in which they conducted under the guise of productivity, outsourcing of public services to fill the pockets of the buddy of the private sector.
In the “Create a favorable climate for business (pp. 14 and 15):” Remove all tape, simplifying all those processes that pose a drag on entrepreneurship and entrepreneurial. ” “Encouraging competition and functioning of goods and services in the territory of the archipelago.” More of the same. “Actions on the training and education, we find:
Reorient public spending on education to the most basic levels of education.
Support the allocation and use of information technology and communication in schools.
Foster collaboration and synergies between the university and the business sector.
We see how, despite the statements of our fatwas alleged heroes, the educational level of workers in general-is-so unfortunate that it begins to be a problem to use them productively. Yet still the idea ¿? that, although not read or write, having a “personal computer” by primitive, is the “most” to have the best students. At pp. 16 and 17, under employment action are:
“To subsidize the costs of Social Security to formalize a business contract practice graduates, graduates and graduates in vocational training in the Canaries.”

“Enhancing the permutation of overtime employment of a structural nature.”
“Urging the Government of Spain to the economic expansion to the unemployed, strengthening the level of contributory and welfare benefits through the modification and relaxation of the requirements for access to them, within the existing budgetary constraints.”
I do not know you, but I find it curious, to subsidize the debt and loans for SMEs are exempt from a lot of taxes, we see that it enjoys paying social security in the “garbage contracts,” although of course here were not named, as we saw earlier have already been approved for financial aid or seek to refinance loans and requires workers to give up overtime to supplement their inadequate salaries and usually change their place of work – off the island of residence even -. In contrast to increase aid to the unemployed to the central state and only if you can! Curious!
Continuing the analysis on “primary sector” (pp. 18 and 19):
“It is absolutely necessary to preserve the agricultural, livestock and fisheries … promoting competitiveness, industrialization, commercialization and internationalization of the primary sector … introduce new lines or redefine aid depending on the available budget of the Ministry of Agriculture, Livestock and Fisheries … Promoting the consumption of agricultural products, livestock and fisheries developed in the Canaries. ”
Do not you called me as a care-of “preserving the activity” combined with “internationalization of the primary sector, as well as help lines are not equipped, as before, with fixed amounts, but “depending on budget availability? Does not sounds like a milonga?
I was stunned, on the other hand, when I read the page. 21 “to enhance the maritime sector, especially construction and ship repair. Will I be stupid? And I thought this had to be taken shipyards. Anyway …
On pg. 25 meeting as follows:
“Reclaiming the passenger so that in 2011 the total grant to residents of the capital island not reach 70% of the amount.”
“100% offset the cost of inter-island transport of goods between the islands capital and not capital.”
Two things: first, the passengers who study, work or pleasure, traveling between Gran Canaria and Tenerife! That Zurza!. On the other is still seems odd that the grant of the goods and is now 100% (in the silver, free total), while for people to be progressive, with a date of 2011, and it’s 70% up!
Introduced in the second, on “Measures to improve the quality and effectiveness of employment policies” (pp. 27 to 39) we read:
“The SCE (System Canario de Empleo) agreements with the Employers and Trade Union members of the General Job … organizations to assume the status of “cooperating entities Canarian Employment Service.” To sign agreements to be multi-annual and will provide a stable and sufficient funding to cover the costs of business to conduct. ”
“Job Creation System Canaries through reform of the Law in order to generate synergy between public and private activities to accelerate and improve the intermediation in the labor market by setting minimum quality criteria for intervening in the same .
The SCE will subsidize the running costs and staff from the organization of services for those organizations to develop guidance for the shares of employment. ”
“Promoting the reconciliation of family and work through the grant contracts covered over.”
“Promoting the reconciliation of work and family life through a subsidy to part-time contracts.”
“Development of an employability of young graduates from vocational training or university degree, subsidizing the hiring of these companies.”
“SCE is given by the subsidy in the amount of employer’s contributions to Social Security by the contracts that will increase progressively as the duration … to the maximum of 100% over a year for contracts with a duration exceeding nine months. ”
“For companies that even without complying with the requirement for three successive years of economic losses, could plead economic reasons for reducing staff, and to collaborate in the maintenance of jobs in them, may be establish the lines referencing the amount of subsidy to the cost of employer’s contributions for Social Security. ”
As they begin by ensuring that all the signatories to the monstrosity entitled to distribution of the money pie, just in case. And they continue to give subsidies to other modes of procurement, just in case, maybe they were not listed above. At the same time continues to be dealt with much difficulty understanding the potential of entrepreneurs, they pay taxes to them.
And if someone thinks that the teat subsidized costs has been completed we are on the following page. 44:
“As a direct support to encourage the employer hiring the first employee of a sole for a subvention amounting to total or partial cost of the employer share of Social Security.”
To note that they were not so there is a block entitled “Measures of social content.” Unfortunately, due to be spatio-only range from 47 to 51 Pg and good intentions are vague and without a budget, but it is scandalous and obscene that this title slip things like: “Social work has considered as a new field of employment … We use the potential of this source of jobs to boost self-employment and Entrepreneurship in the same. ” So, theoretical rights of citizens and which should be fully equipped by the state are “exploitable niche job.” Ah, the holy profit, it will be argued to death!
So much so that from the PCPC believe substantial paper on the Social Pact. We raised this analysis as a starting point for further deepening of other aspects of the Covenant, which are important to define a proper action within the framework of class struggle in the Canaries.
